Public Key Infrastructure (PKI) certificate system subtree. Contains certificate policies (5.1), certificate type identifiers (5.100 to 5.800), private certificate extensions (5.2), extended key usage (5.3), custom Distinguished Name (DN) attribute types (5.4) and private protocol identifiers (5.5).
Numbering convention: policy nodes use the policy-* prefix and certificate type nodes use the cert-* prefix; a policy identifier is carried in the certificatePolicies extension, while a certificate type identifier is a TsingYao internal classification label. They are different semantics and shall never be substituted for each other.
Status: registered but unused. No certificate has been issued under any policy in this arc, and no certificate type identifier has been used in a certificate profile or CPS document. The unused state shall be re-verified at each revision of this file.
Recommendation: before issuing the first certificate, publish the Certification Practice Statement (CPS) and register every policy and certificate type used, because a policy OID in a certificate is externally visible and cannot be changed after issuance.

编号规则：策略节点使用 policy-* 前缀，证书类型节点使用 cert-* 前缀；策略标识承载于证书策略扩展（certificatePolicies）中，证书类型标识则是清曜内部的分类标签。二者语义不同，严禁互相替代。
状态：已注册但未使用。本弧下尚未按任何策略签发证书，也没有证书类型标识被用于证书模板或 CPS 文档。本文件每次修订时须重新核验该未使用状态。
建议：签发首张证书前应发布认证业务声明（CPS）并登记所用策略与证书类型，因为证书中的策略 OID 对外可见，签发后不可更改。
