Status: registered but unused. No device has emitted this notification. Before first use, define the debounce delay that distinguishes a real failure from a transient physical layer flap. The unused state shall be re-verified at each revision of this file.
Recommendation: Carry the interface object, the previous state, the current state and the down reason if available, and correlate the event with 1.3.6.1.4.1.59719.0.5.10 so that a short flap does not leave an open alarm.
