Link flapping notification. Reported when an interface alternates between the up and down states for the configured number of times within the configured window.
Status: registered but unused. No device has emitted this notification. Before first use, define the observation window, the flap count threshold and the suppression action, because this notification is itself the main indicator of an alarm storm. The unused state shall be re-verified at each revision of this file.
Recommendation: Report the flap count and the window length instead of reporting every individual transition, and consider automatically disabling the affected interface only after a documented operational decision.
