System-level notification subtree. Covers device identity, software version, capability set, license, time synchronization, system resource baseline and system restart events reported by TsingYao devices and platforms.
Numbering convention: 1 to 9 for status change class notifications, 10 to 19 for lifecycle and restart class notifications, 20 to 99 reserved for future extension. Do not assign numbers out of the defined ranges.
Status: registered but unused. No system notification identifier has been emitted by a device or platform; before first use, define the trigger threshold, de-duplication window and suppression policy to avoid alarm storms. The unused state shall be re-verified at each revision of this file.
Recommendation: each notification shall carry at least the device unique identity (1.3.6.1.4.1.59719.1.100), the event time and the previous/current value so that the management station can correlate changes.

状态：已注册但未使用。尚无设备或平台上报过系统通知标识；首次使用前应定义触发阈值、去重窗口与抑制策略，避免告警风暴。本文件每次修订时须重新核验该未使用状态。
建议：每条通知至少携带设备唯一身份（1.3.6.1.4.1.59719.1.100）、事件时间与变更前后取值，便于网管侧关联变更。
