Neighbour change notification. Reported when a routing or layer-2 neighbour relationship is added, disappears or changes its attributes.
Status: registered but unused. No device has emitted this notification. Before first use, define whether every attribute change is reported or only changes of selected attributes, in order to limit the notification volume on large networks. The unused state shall be re-verified at each revision of this file.
Recommendation: Carry the neighbour identity, the change type and both the previous and the current attribute values, and correlate the event with the routing objects (1.3.6.1.4.1.59719.4.3).
