Device and link notification subtree. Covers link down, link flapping, device offline and neighbour change events, and is the notification counterpart of the device object (1.3.6.1.4.1.59719.4.1) and the interface object (1.3.6.1.4.1.59719.4.2).
Numbering convention: 1 to 9 for fault notifications, 10 to 19 for recovery notifications, 20 to 99 reserved for future extension. Every fault notification shall have a paired recovery notification so that the management station can close an alarm automatically.
Status: registered but unused. No device and link notification identifier has been emitted by any device or platform. Before first use, define the flapping detection window and the suppression rule, because link flapping is the most frequent source of alarm storms. The unused state shall be re-verified at each revision of this file.
Recommendation: Identify the device by its unique identity (1.3.6.1.4.1.59719.1.100) and the interface by its interface object, and never by a display name that may change after a configuration edit.
